A fully fuzzy centralized resource allocation model using lexicographic multi-objective DEA

Effective resource allocation by a central authority is often hampered by data imprecision and uncertainty. This study develops a novel Fully Fuzzy Centralized Data Envelopment Analysis (FFCDEA) framework, designed to empower a Central Decision-Making Unit (CDM) to evaluate and simultaneously optimize the performance of all Decision-Making Units (DMUs(. The proposed model extends the non-radial Enhanced Russell Measure (ERM) into a fully fuzzy environment and is structured as a lexicographic multi-objective linear program (LMOLP) to effectively handle the inherent uncertainty in input and output data, which are modeled as triangular fuzzy numbers. The inherent fractional nature of the model is linearized using the Charnes-Cooper) C-C(Transformation, rendering it readily solvable. A real-world application on 14 bank branches validates the model’s practical utility, demonstrating its capability to derive specific, actionable targets for both individual branches and the system as a whole. By systematically handling data ambiguity and optimizing performance from a holistic, system-wide perspective, our FFCDEA model provides a more robust and realistic tool for strategic planning compared to traditional centralized or fuzzy DEA approaches.
